Steps
- Remove paper plate cut outs, tissue paper squares, and construction paper strips from the bag
- Glue the tissue paper squares to the paper plate
- Glue the thin construction paper strips to the front of the paper plate
- Glue the thick construction paper strip to the back of the paper plate
